The IND handles all types of applications from internationals who want to live and work in the Netherlands. The IND is the only organisation that issues work permits in the whole of the Netherlands. The IND is responsible for ensuring that immigration applications are handled properly and efficiently and that the correct permits are issued to each applicant.

There are applications from people of all nationalities and from companies who need permission from the IND to employ an employee to work for them in the Netherlands. For all these applications, different types of immigration permits are required, such as a visa, residence permits or a work permit.
There are different types of visas available that are relevant for you as a highly skilled migrant.

A so-called MVV, an entry permit for someone to stay in the Netherlands for longer than 90 days.

A visa for a temporary stay of less than 90 days in the Netherlands. This is the regular tourist visa.

A return visa that allows someone to enter the Netherlands without having to carry a valid residence permit.

In addition to their residence permit, the international employee must have a separate work permit, a so-called TWV (work permit).

They must have their work permit included in their residence permit, for example if it concerns a highly skilled employee, self-employed person or freelancer.

One of the immigration requirements of the IND for foreign contractors to work in the Netherlands is that the prospective employer must provide details about the position they hold in the Netherlands. In some cases, the IND will take a labor market test to see whether the candidate will earn a salary that matches special skills and whether those skills are not already available from the EU. Another requirement is that the applicant must have a master’s degree.
A highly skilled migrant, also known as a highly skilled worker, adds substantial value for the Dutch knowledge economy and has skills and experience that are scarce on the Dutch labor market. In most cases, however, highly skilled migrants are not required to prove that Dutch or EU workers cannot do their job; defining highly skilled migrants by age and salary will be sufficient for most applications. A master’s degree and a minimum salary are required in any case.
